When is wall lining paper necessary?

What weight of lining paper should I use?
Lining paper comes in different weights — from 800 grade (thinner) to 2000 grade (thick and heavy). For most painted walls, 1000 to 1200 grade is suitable. For walls with more significant irregularities, or as a base for expensive wallpaper, 1400 or 2000 grade gives a better result.
Can you skim plaster as well as hang lining paper?
